On 8th September 2025, during the 28th Congress of the Universal Postal Union in Dubai, United Arab Emirates, the overwhelming majority of the Member States of the Universal Postal Union (UPU) supported the election of Ukraine to two key governing bodies of the Organization - the Council of Administration and the Postal Operations Council.
This decision expands opportunities for Ukraine to participate actively in shaping the international agenda in the field of postal services, developing digital transformation, implementing innovative logistic solutions, and ensuring the accessibility and security of global postal networks.
The unique expertise of Ukrainian specialists, who managed to ensure the uninterrupted functioning of postal services in Ukraine for millions of citizens even under the conditions of full-scale armed aggression of the Russian Federation, while continuing to streamline and integrate them into modern economic and social processes, will be a valuable contribution for all UPU member states.
It is noteworthy that Russia and Belarus, which also put forward their candidacies, have not received sufficient support and have not been elected to the governing bodies of the UPU. This a clear signal of the unacceptability of their aggressive policy and confirmation of the importance of further international isolation of the aggressor and its accomplice.
The Ministry of Foreign Affairs of Ukraine express its sincere gratitude to the Member States of the Universal Postal Union for their support and trust, as well as to JSC "Ukrposhta" and its CEO Igor Smelyansky for the joint work for this result.
