Aiming at simplifying visa procedures, the Embassy of Ukraine in the Republic of Singapore launched electronic processing of visa applications.

Foreigners and stateless persons are encouraged to register their visa applications online and to schedule appointment to submit their documents at the Embassy following the link: http://visa.mfa.gov.ua.

Note: the applicants’ photos uploaded online are to be of a high quality (passport photo standard, white background). 

Visa application procedure, types and categories of visa, its validity and legal grounds for visa issuance are defined by Rules for issuing visas for entry into Ukraine and transit through its territory (text in Ukrainian only) approved by Decree of the Cabinet of Ministers of Ukraine No. 118 from 01.03.2017, valid from 16 April 2017.

All foreign citizens, without exception, regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine, and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.

All foreign citizens and citizens of Ukraine, as well as stateless persons need to have one of the following documents:

• a document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included by WHO in the list of approved for use in emergency situations; or

Foreigners intending to travel to Ukraine, reside in Ukraine, or travel through Ukraine are required to possess the amount of funds that equals 20 days' worth of average monthly per capita subsistence minimums established in Ukraine on the day of arrival.

Therefore, as of April 2017 a foreigner traveling to Ukraine is required to possess minimum 1145 USD or average daily amount of approximately 40 USD, adding extra 5 days reserve (200 USD).

The following documents may be presented to prove sufficient funds:

• Cash in Ukrainian hryvnia or in convertible currency;

• Valid bank documents containing account balance which can be presented for withdrawal of money at Ukrainian banks;

• International payment cards along with statement of personal account balance confirming the funds;

• Document proving hotel or residence booking;

• Tourist voucher;

• Letter of invitation (guarantee) from the host/sponsor stating his/her ability to cover all the foreigner's expenses associated with the residence in Ukraine and departing from its territory;

• Traveler’s return or transit ticket.

Please note!

In accordance with Article 21 of the Law of Ukraine “On Legal Status of Foreigners and Stateless Persons”, foreign travelers may be required to present the proof of their means of subsistence for the purpose of selective control at Ukrainian border checkpoints while entering (including transit) the territory of Ukraine.

No proof of sufficient funds is required for the categories of visitors as follows:

• Foreigners or stateless persons under 18;

• Tourists on a cruise;

• Foreign aircrew and warship crew who arrive in Ukraine according to the applicable regulations (on terms agreed upon);

• Non-military vessel crew;

• Non-military crew of international airlines or international connection trains, who are on duty and reside within the facilities of airports or train stations;

• Heads of foreign states or governments, members of parliamentary or governmental delegations, and technical staff with the above representatives or their family members (accompanying on request of central authorities of Ukraine);

• When in service: officials of international organizations, staff members of their local branches in Ukraine, staff members of state representatives to international organizations that have headquarters in Ukraine and who are eligible for diplomatic privileges and immunities;

• UN certificate holders and officials of other organizations of the UN system, their family members;

• Chiefs of foreign diplomatic missions and consular offices, members of diplomatic personnel, consular officers, administrative and technical staff of diplomatic and consular institutions, staff of military attaché and trade representatives, their family members;

• Diplomatic and Service Passport Holders who travel to Ukraine to perform their official duties, their family members.

Foreigners and stateless persons may entry the territory of the Autonomous Republic of Crimea and Sevastopol of Ukraine in accordance with law and international treaties of Ukraine.

The Law of Ukraine “On protection of rights and freedoms of citizens and legal regime for the temporarily occupied territory of Ukraine” (text in Ukrainian only) defines that foreigners and stateless persons are allowed to enter/depart from the temporarily occupied territory having presented the Special Permit at the entry/exit checkpoints.

According to the Regulation for entry/exit from the temporarily occupied territory of Ukraine (text in Ukrainian only) approved by the Cabinet of Ministers’ Decree No. 367 from 04.06.2015, the Special Permit is issued by territorial offices of the State Migration Service of Ukraine or by territorial departments of the State Migration Service of Ukraine in Novotroitsk and Genichesk districts of Kherson region.

The foreigners from countries with visa entry regime to Ukraine have to apply to the diplomatic missions or consular offices of Ukraine abroad for obtaining Ukrainian visa.

Foreigners from countries with visa-free entry regime to Ukraine may enter the Autonomous Republic of Crimea and Sevastopol of Ukraine only if crossing the border at checkpoints at the state border of Ukraine with putting relevant stamps into their passport documents or immigration cards.

The breach of Regulations for entry/exit from the temporarily occupied territory of Ukraine is punishable by fine and imprisonment.

This legal regime will operate until the restoration of constitutional order of Ukraine on the temporarily occupied territory.

According to Ukraine’s Visa Rules all applicants should provide the following documents in order to apply for their visa:

1. passport/travel document which should comply with these requirements:

  • be valid for at least 3 months after the intended date of departure from Ukraine;
  • have at least 2 pages free from any visas/marks/stamps;
  • be issued for no more than 10 years.

2. printed and signed visa application form (please see MFA advice on visa application registration above);

3. 1 applicant’s photo (35x45 mm);

4. proof that the applicant is a holder of (or is entitled to benefit from) a valid medical/travel insurance policy to cover Ukraine and the period of stay (the policy should provide a minimum of €30 000 or equivalent coverage). Holders of diplomatic/service passports are exempt from this requirement;

5. proof of sufficient funds to cover the costs of stay (e.g. bank statement for 2 recent months, cash in Ukrainian hryvnia/other convertible currency, bank cards along with current/savings account balance statements provided the bank cards can be cashed in Ukraine, hotel/accommodation booking, letter from the applicant’s employer/sponsor confirming their coverage of applicant’s expenses in Ukraine, a return/transit ticket etc). Holders of diplomatic/service passports are exempt from this requirement. For more details on this requirement please see the Procedure for Providing Sufficient Funds by Foreigners and Stateless Persons Entering, Staying in, Transiting through or Leaving Ukraine approved by the Decree of the Cabinet of Ministers of Ukraine no.884 of 4 December 2013 (in Ukrainian).

6. paid visa fee receipt (unless stipulated otherwise by Ukraine’s legislation or Ukraine’s international treaty).

Please note that in cases where applicants reside in a country that is different from the country of their nationality/citizenship Ukraine’s Embassies/Consulates abroad may only be able to accept visa applications from applicants holding valid temporary/permanent residence documents (long-term visas/residence permits or their equivalents etc.).

Along with the mentioned documents applicants are expected to submit documents confirming the purpose of their planned visit to Ukraine:

for transit (B type) visas – one of the following:

visa for another country (if required) and tickets;

document(s) confirming that passengers/cargo are to transit through Ukraine by car/coach;

international carrier license issued by the relevant authority of a foreign state

for short-term (C type) visas – one of the following:

  • invitation letter from an entity/company/organisation registered in Ukraine, presented on the official letterhead, with indication of the entity/company/organisation’s number according to Ukraine’s Unified State Registry of Legal Entities, Individual Entrepreneurs and Citizens’ Associations, registration number, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations to cover costs related to the invited person’s stay and/or departure from Ukraine;
  • original of the notarized invitation letter from Ukraine’s national or a foreigner/stateless person who legally resides (temporarily or permanently) in Ukraine. Invitation should contain full surname and name(s) of the inviting person, details of his/her passport and temporary or permanent residency permit (for a foreigner/stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, inviting person’s obligations to cover costs related to the applicant’s stay and/or departure from Ukraine. Copies of the inviting person’s Ukrainian passport (if an inviting person is Ukraine’s national) or copies of the foreigner’s/stateless person’s passport and their Ukrainian temporary/permanent residency permit (if an inviting person is a foreigner/stateless person) should be provided as well;
  • invitation letter issued by Ukraine’s ministries / other central executive authorities, state entities and organizations;
  • passenger / cargo carriers’ contract as well as the relevant international passenger / cargo carrier’s license;
  • certificate of a person of Ukrainian descent issued by Ukraine’s National Committee on Persons of Ukrainian Descent. If applicant’s family applies for this type of visa as well documents on their status and family relation to the applicant should also be provided;
  • proof that the applicant’s main purpose of journey to Ukraine is tourism (hotel/accommodation booking(s), programme of stay, information on the tour(s) and the tour(s’) timeframes, tourist agency details, transfer details, sightseeing information etc.);
  • invitation letter issued by Ukraine’s hospital/medical treatment institution;
  • document issued by the relevant regional/city state administration/bank confirming that the applicant has made an investment to Ukraine’s economy;
  • document(s) confirming that the applicant owns property (real estate) allocated in Ukraine;
  • invitation letter issued by a religious organization in Ukraine for a short-term performance of missionary activities accompanied by a letter issued by Ukraine’s Ministry for Culture / Department on Religious Matters of the relevant regional or city state administration – depending which authority has registered that religious organization;
  • a letter of the foreign Mass Media with a request to issue a visa to the foreign correspondent/Mass Media staff member who intends to travel to Ukraine in his/her professional capacity;
  • invitation letter issued by foreign states’ authorities / international organizations;
  • an Order of Ukraine’s Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;
  • document(s) confirming that the applicant is a spouse, a parent or a child of a citizen of Ukraine.

for long-term (D type) visas – one of the following:

  • a certified copy of the work permit issued by Ukraine’s State Centre for Employment. Foreiners / stateless persons exempt from the requierement to obtain a work permit in order to be employed in Ukraine are to provide a copy of the work contract. Persons of Ukrainian descent are to provide their certificate of a person of Ukrainian descent and a copy of the work contract;
  • a copy of the immigration permit issued by a local office of Ukraine’s State Migration Service;
  • document(s) confirming that the applicant is a family member of a foreigner/stateless person who has been granted refuge/temporary protection in Ukraine. Certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;
  • invitation letter issued by a relevant Ukraine’s state authority/entity/organisation which is a recipient of international technical assistance project as well as a confirmation of the registration of the relevant international technical assistance project;
  • invitation letter issued by a religious organisation duly registered in Ukraine for a long-term performance of religious/missionary/canonical activities accompanied by a letter issued by Ukraine’s state authority which has registered that religious organization (e.g. Ukraine’s Ministry for Culture / Department on Religious Matters of the relevant regional or city state administration);
  • invitation letter issued by a foreign non-governmental organization (branch / office) duly registered in Ukraine;
  • invitation letter issued by a foreign company duly registered in Ukraine;
  • invitation letter issued by a branch of a foreign bank registered in Ukraine;
  • invitation letter issued by a branch of a foreign Mass Media duly registered in Ukraine with a request to issue a visa to the Mass Media staff member;
  • official letter/verbal note issued by a relevant foreign state authority/foreign diplomatic mission/international organisation (office) with a request to issue a long-term visa to the mission/organisation (office) staff member as well as her/his family members;
  • invitation letter issued by Ukraine’s relevant government authority which implements respective cultural, educational, scientific, sport or volunteering programs or an invitation letter issued by an entity/institution/organisation engaging volunteers in their activities accompanied by the copy of that entity/institution/organisation’s state registration certificate;
  • documents confirming that the applicant is a spouse of a national of Ukraine. Marriage certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;
  • document(s) confirming that the applicant is a family member of a foreigner/stateless person residing in Ukraine upon a temporary residence permit accompanied by a copy of that foreigner/stateless person’s temporary residence permit as well as proof of that foreigner/stateless person’s sufficient funds to cover applicant’s expenses in Ukraine. Certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;
  • documents defined by the subparagraph 4 of the paragraph 12 of the Article 5 of the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" confirming that the applicant is a founder and/or participant and/or beneficial owner of (exercises control over) the legal entity registered in the United State Register of Legal Entities, Individual Entrepreneurs and Public Organizations of Ukraine, and that the applicant’s contribution (or a foreign legal entity’s share – in cases where the applicant is the beneficial owner or exercises control over a foreign legal entity which has a share in the Ukrainian legal entity) in that legal entity’s capital comprises no less than €100 000 according to the official foreign currency exchange rate set by the National Bank for the date when the foreign investment has been made. Documents issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;
  • other documents (if stipulated by Ukraine’s international treaties).


Transit (В) 

-

period stated in visa-support documents but not longer than 1 year, unless otherwise stipulated by International Agreements of Ukraine.

Transit Visa (B) is issued for persons entering Ukraine while on a trip to the third country, as well as for those who transit cargo and passengers by road through the territory of Ukraine to the third country.

Each stay in Ukraine should not exceed 5 days.

Short-Term (С) 

-

6 months, or period stated in visa-support documents but not longer than 5 years.

Short-Term Visa (C) is issued for persons travelling to Ukraine with tourism, private, business, cultural, scientific, religious, humanitarian, medical or official purpose.

Multiple entry Short-Term Visa (C) may be issued for the period longer than 1 year only if during the last years an applicant used at least 2 Short-Term (C) visas complying with Ukrainian legislation, and there is enough ground for such an extended period of visa validity (professional or family matters, etc.).

Multiple entry visas for Foreign Ukrainians are issued for a period of 5 years on basis of a Certificate of Foreign Ukrainian.

The duration of stay in Ukraine should not exceed 90 days within 180 days period from the date of the first entry.

Long-Term (D)

-

90 days, multiple entry only. This visa type shall be followed by proper registration in Ukraine.

Long-Term Visa (Д) is issued for persons who enter Ukraine for study, employment, immigration or work at a Foreign Diplomatic Mission for the period exceeding 90 days.

Processing time

10 calendar days normal, 1-5 days expedited. Visa application cannot be lodged earlier than 3 months before the date of intended visit.

Applicants holding passports issued by certain countries (check the List of countries) must allow at least 10 working days for their visa application to be processed, and they are required to go through interview with the Consular Officer.

For these applicants urgent processing may be applied and visa interview may be skipped only in case:

-

applicant has visa history in recent passport: valid used multiple-entry visa of the Schengen zone / Australia / Great Britain / Ireland / Canada / New Zealand / USA / Japan;

-

applicant possesses residence permit in abovementioned countries;

-

applicant intends to visit Ukraine by invitation of Ukrainian State authority/enterprise or on request of foreign governmental authority/international organization;

-

following relevant written decision of the head of Ukrainian diplomatic mission or the Director General for Consular to ensure Ukraine’s foreign/domestic policy interests or for humanitarian reasons.

Those applicants holding passports from the List, if not residing / working / studying in Singapore or Brunei, should apply for their visa at the countries of their citizenship / residency. For the countries where there is no Ukrainian Embassy, please check the accreditation zones.

Other foreigners may apply for their Ukrainian visa at any Embassy of Ukraine across the world.

Citizens of the European Union Member States, Andorra, Argentina, Bosnia and Herzegovina, Canada, Croatia, The Holy See, Iceland, Israel, Japan, Kazakhstan, Republic of Korea, Kyrgyzstan, Liechtenstein, Monaco, Montenegro, Norway, Paraguay, San Marino, Switzerland, Tajikistan and the USA who travel to Ukraine for the period not exceeding 90 days for tourism, business or private matters do not require a visa, as well as the citizens of Brazil (30 days), Brunei (30 days), Hong Kong (14 days), Serbia (30 days) and Turkey (60 days). In accordance with Decree of the Cabinet of Ministers of Ukraine No. 145 from 19.03.1997 foreign citizens when travelling to Ukraine by sea or river vessels (on board of a cruise ship) are allowed to go ashore without visa. This provision is applied to those foreigners who do not stay in a hotel on the territory of Ukraine but spend overnight on board of their vessel.

During the submission Consul will issue receipt for you to make a payment at UOB bank to the Embassy`s account.

Each visa application shall be accompanied with its own cheque.

The fees listed above are applicable for normal processing time (10 working days).

For expedited processing time (1-5 working days) the fees are multiplied by 2, e.g.:

- single entry – $90 x 2 = $180;

- double entry – $90 x 2 = $180;

- multiple entry – $90 x 2 = $180.

Fee waiver

Visa fee is waived for:

-        children under 6 years old;

-        holders of diplomatic and service passports;

-        staff members of foreign diplomatic and consular missions, international organization offices based in Ukraine and their family members;

-        heads and members of official delegations traveling to Ukraine on invitation of the President of Ukraine, Verkhovna Rada (Parliament) of Ukraine, Cabinet of Ministers of Ukraine, Ministry of Foreign Affairs of Ukraine, Presidential Administration of Ukraine;

-        Honourary Consuls of Ukraine, their spouses and underage children;

-        persons entering Ukraine for engagement in implementation of duly registered international technical aid programs on invitation of the aid recipient;

-        members of international rescue teams entering Ukraine for emergency response on request of the State Emergency Service of Ukraine;

-        members of foreign military forces and institutions entering Ukraine on invitation of relevant State authority;

-        official observers from foreign states and international organizations registered by the Central Election Commission of Ukraine;

-        persons entering Ukraine to ensure its foreign/domestic policy interests or for humanitarian reasons upon written decision of the head of Ukrainian diplomatic mission or the Director General for Consular Service.

Passport or travel document with visa may only be released to the holder or his or her designee pursuant to written signed instructions from the holder.

Checking your visa 

The Consular Section strongly advises that after visa is received it should be checked carefully. The Consular Section will not be responsible for any losses arising from omissions or discrepancies between the data on the visa application form and the visa itself, which were not brought to the attention of the Consular Section in writing within a reasonable time to allow for the correction that may be required.

Since no revisions can be made to a computer-generated visa, in the event that there is a need to change the entry and/or exit date in the visa, an application for a new visa must be submitted (with relevant fee involved), except in those instances where the data on the visa differs from that provided in the application form. In the latter instance, the applicant can bring his/her passport to the Consular Section with a letter stating the discrepancy and requesting the re-issuance of a corrected visa. The issuance of the corrected visa in this case shall be done at no cost to the applicant.

No registration is required except for those foreigners who stay in Ukraine for study, work or permanent residence (under visa type Long-Term Д).
