Singapore has put in place additional border restriction measures to minimise the risk of imported cases of COVID-19, i.e. from 16 Mar 2020, 11:59pm, all visitors entering Singapore with recent travel history to ASEAN countries, Japan, Switzerland or the United Kingdom within the last 14 days will be issued with a 14-day Stay-Home Notice (SHN). They may also be swabbed for testing for COVID-19, even if asymptomatic. However, the SHN will not apply to travellers transiting in Singapore without leaving the transit area.
Ukrainian nationals arriving from ASEAN countries would not be eligible for the 96-hour visa free transit facility (VFTF) as they would need to serve a 14-day SHN if they enter Singapore.
At the same time, foreigners who have travel history for the last 14 days to the Hubei province (PRC), mainland China, France, Germany, Italy, Iran, South Korea and Spain are not allowed entry or transit through Singapore.
