In 1996 the Parliament of Ukraine, expressing the sovereign will of our country’s citizens, based both on the long history of Ukrainian nation and world experience, adopted the Principal Law of Ukraine – the Constitution. This document became a real and effective basis for building an independent democratic state – a full-fledged member of the international community.

The Constitution came into public life as a guarantee of independence and democracy in Ukraine. Its highest legal force, political, economic and ideological diversity are the fundamental principles for the present and European future of Ukrainian nation. The Constitution of Ukraine gave impetus to the development of all branches of the national legislation and spheres of public life.

The constant changes of the modern world and the state policy of modernization of our country contribute to further improvement of the Constitution of Ukraine as well. Constitutional reform is a priority state task for internal development of Ukraine. Our country has all the conditions necessary for a comprehensive, open and public process of constitutional reform. Professional discussion within the frameworks of the Constitutional Assembly will enable to achieve compliance of the Ukrainian Constitution’s provisions with European standards and values based on the recommendations of the Venice Commission.

The implementation of these ambitious objectives will contribute to strengthening the rule of law, protection of freedoms and further development in Ukraine of the new democratic political system meeting the European standards.
